COUNCIL OF MUFTIS

The Council of Muftis is the organ of the Islamic Community for religious affairs and consists of all the muftis in the Islamic Community. A mufti becomes a member of the Council by virtue of his appointment as a mufti, and his membership ceases when his term of office as a mufti ceases.

The Council of Muftis is headed by Raisu-l-ulama, who manages its activity. The Council of Muftis ensures the validity of understanding and living Islam and organization of all the activities in the Islamic Community based on the principles of Islam and in accordance with Islamic tradition and practice of Bosniaks; controls Shari'ah legitimacy of normative acts and activities of all organs and officers of the Islamic Community; takes care of general acceptance and credible interpretation of religious regulations based on Hanafi madhhab and Maturidi Aqeedah by giving authoritative responses to new questions and problems in Muslims' religious life; advocates recognition of Islamic values and Islamic thinking in various research, academic, social and humanitarian issues pertaining to religion and Muslims' religious identity; follows trends of the religious, social, political and cultural life, processes of public and private education and information to citizens; discusses phenomena, behaviors and interpretations which threaten the freedom of religion and beliefs, including the freedom of public witnessing to the faith, the right to declare religious feelings and beliefs by performing rituals, implementing and adhering to religious rules, practicing customs and other religious activities; initiates adoption and amendments to the Constitution and other normative documents in the Islamic Community which pertain to religious affairs; approves the establishment of waqfs; makes decisions about the distribution of the resources in the Baitu-l-maal Fund; makes decisions about the exchange of waqs assets; gives prior consent to curricula and syllabi of religious courses and textbooks of educational institutions of the Islamic Community, and syllabi and textbooks for religious instruction; discusses the annual plan and report of the Riyasat and gives recommendations; monitors developments in interreligious relations in the area of its activity and in the world; and discusses work plans and performance reports of muftiates and meshihats.

The Council of Muftis makes decisions and defines its views on tasks within its competence, which are binding for all the organs of the Islamic Community. The Council submits its performance reports to the Council of the Islamic Community.
