RIYASAT OF THE ISLAMIC COMMUNITY

The Riyasat is the highest executive organ for religious, educational, economic, financial, legal, administrative and other affairs of the Islamic Community in Bosnia and Herzegovina. As the highest executive organ for religious affairs, the Riyasat follows the Maturidi Aqeedah (doctrine) and applies the Hanafi madhhab.

The Riyasat implements decisions of the Council of the Islamic Community in Bosnia and Herzegovina and the Council of Muftis, and performs other tasks from its competence. The seat of the Riyasat is in Sarajevo.

The Islamic Community as a legal entity is represented by the Riyasat, which manages assets owned by the Islamic Community. The Riyasat is organized through administrations as professional, administrative-managing units headed by directors, and other organizational units headed by managers of organizational units.

The Riyasat consists of Raisu-l-ulama, deputy Raisu-l-ulama and directors of administrations. The head of the Riyasat is Raisu-l-ulama, who represents, leads and directs the activity of the Riyasat, signs its acts and looks after their implementation.

As the highest executive organ of the Islamic Community, the Riyasat performs the following tasks: looks after the overall religious life and constitutional basis of all activities in the Islamic Community on the principles of the Shari'ah Law, and pursuant to interpretation by Hanafi madhhab; prepares strategy, directions of development and activity of organs and institutions of the Islamic Community in Bosnia and Herzegovina; implements decisions of the Council of the Islamic Community and the Council of Muftis; proposes budget to the Council and submits the financial report; submits the performance report to the Council of the Islamic Community; supervises work of executive organs and institutions within the Islamic Community; directs and supervises works of meshihats and muftiates; appoints and dismisses managing/school boards of Islamic and other educational institutions of the Islamic Community; approves the appointment and dismissal of the deans and principals of Islamic and other educational institutions of the Islamic Community; approves curricula and syllabi of religious courses and textbooks for educational institutions of the Islamic Community and curricula and textbooks for religious instruction with the previous approval by the Council of Muftis; ensures the protection of the religious rights of Muslims; passes regulations on official dress and symbols of religious representatives and employees in the Islamic Community; organizes and supervises collection of Zakat and Sadakatu-l-fitr and manages funds of Baitu-l-maal; organizes and supervises the activities of organizing hajj; organizes and supervises activities of fulfilling the obligation of qurban (ritual sacrifice); establishes and keeps a unified registry of waqfs of the Islamic Community; implements decisions on the exchange of waqf assets; establishes and maintains direct relations with other Islamic communities in the wolrd; hands down decisions on registering and keeps the registry of Islamic educational institutions and other educational institutions of the Islamic communities; establishes funds, offices, centers, agencies, enterprises, institutes and other institutions; certifies appointments of academic staff and approves employment of teachers and educators in educational institutions of the Islamic Community; establishes and maintains relations with other religious communities; guides and supervises work of organs of the Islamic Community in diaspora; appoints, transfers and dismisses the Riyasat officers.

 

Administrations and offices of the Riyasat

As the executive-administrative organ of the Islamic Community, the Riyasat is organized in the form of administrations and other organizational units. Administrations of the Riyasat are the following: Administration for Religious Affairs, Administration for Education and Science, Administration for Economic and Financial Affairs, Administration for Legal and Administrative Affairs, and Administration for Foreign Relations and Diaspora.

Organizational units of the Riyasat are the following: Office for Zakat, Office for Hajj and 'Umra, Office for Social Care, Publishing Center El-Kalem.

Administrations of the Riyasat are headed by directors, who are appointed by the Council of the Islamic Community upon Raisu-l-ulama's proposal, for a term of office of four years with the possibility of appointment for another term of office. Managers of other organizational units of the Riyasat are appointed by the Riaysat, upon Raisu-l-ulama's proposal, for a term of office of four years. Deputy Raisu-l-ulama coordinates work of administrations of the Riyasat.

Administration for Religious Affairs performs administrative and other professional tasks of the Riyasat in the area of religious life of the Islamic Community and supervises activities of the Office for Zakat, Agency for certifying halal quality and Center for rehabilitation of psychoactive substances addicts (CROPS). Administration for Education and Science performs administrative and other professional tasks of the Riyasat in the area of education, science and research and supervises activities of faculties, madrasas, high schools, libraries and institutes. Administration for Economic and Financial Affairs of the Islamic Community performs administrative and other professional tasks of the Riyasat in the area of economy and finance of the Islamic Community and supervises activities of the Waqf Directorate, Gazi Husrev-beg's Waqf, Office for Social Care, waqfs, centers for the elderly and companies founded by the Riyasat of the Islamic Community. Administration for Legal and Administrative Affairs performs administrative and other professional tasks of the Riyasat in the area o administration, law, office business, registries, employees and construction of facilities of the Islamic Community. Administration for Foreign Affairs and Diaspora performs administrative and other tasks of the Riyasat in the area of relations with other religious communities, state and international institutions and other Islamic Communities and supervises activities of the Office for Hajj and 'Umra.

Office for Zakat performs professional tasks of the Riyasat pertaining to explaining the significance and presentation of the obligation of giving zakat. Office for Hajj and 'Umra performs professional tasks of the Riyasat pertaining to explaining the significance and promotion of making hajj. Office for Social Care performs professional tasks of the Riyasat pertaining to ensuring financial aid to underprivileged categories of the society and assuring scholarships to pupils and students. Publishing Center of the Riyasat El-Kalem performs publishing tasks significant for the Islamic Community.
