MUFITLUK, MUFTIATE AND MESHIHAT

The medium level of the organization of the Islamic Community in Bosnia and Herzegovina is composed of muftiluks, muftiates and meshihats.

A muftiluk is an area which encompasses several majlises which make up a territorial unit. In an exceptional case, a muftiluk can be organized by functional principle or exterritorially, with a special inner structure. The decision on the establishment of a muftiluk and its seat is made by the Council of the Islamic Community upon the proposal of the Riyasat.

The muftiate is the managing organ of a muftiluk. The muftiate consists of the mufti, which if the head of the muftiate, and managers of departments. The muftiate has the Council for Religious Affairs composed of all grand imams and managers of the institutions of the Islamic Community in the muftiluk, and the Council for Administrative Affairs, composed of the presidents of boards of executive of the majlises.

There are nine muftiates in Bosnia and Herzegovina: Banjaluka, Bihać, Goražde, Mostar, Sarajevo, Travnik, Tuzla, Military ind Zenica.

In the area of their respective jurisdiction, muftiates organize and supervise activities in Islamic education, religious activities and teaching about religion, economic and financial activities, direct and supervise the work of majlises and jamaats, perform tasks given by the Riyasat and Council, submit the work plan and report on activities to the Riyasat and the Council of Muftis, discuss the work plan and report on activities of the board of executives of the majlises.

 Muftiates report to the Riyasat and the Council.  

In Serbia, Croatia and Slovenia, besides the representative body – Council, meshihats are organized as religious and administrative organs. The meshihat is headed by president, who is elected according to the prescribed procedure. 

Meshihat reports to the representative body in its area and to the highest organs of the Islamic Community in Bosnia and Herzegovina. The meshihat submits synthesis annual reports to the Riyasat and to the Council of Muftis.
